The arrangement was done professional and in the breaks between the songs, there were dancing acts and lucky draws. The “crowd” was enjoying the evening and a donation was done to the “Red Cross”.

Avoid quality problem in China!

Recently, a number of companies as well as major economic actors, and for the most part, end users have been talking about the quality control of the products in China. Why is it so important to protect your business against defective or hazardous products?

In several upcoming events COIC Educational Fund will raise funds for this project. Meanwhile it is also possible to donate gifts for upcoming Lucky Draws or amounts of money to support the project. The fundraising of 23rd April, hascreated the base of Rmb 10,000, that will be fully given to the school project.

When Eckhard was asked how he is feeling about it, he said:” This was a special birthday for me as I could make so many people exited to donate for the school project. I am glad that I did sponsor this evening, so all money donated can go directly for the school. I am looking forward that more people take the imitative to organize such events so we can fast raise the amount needed. China has stopped issuing multiple-entry visas and slowed the processing time for single- and double-entry visas for foreigners in Hong Kong. According to travel agencies in the region, applicants are only being issued single-entry visas, with double-entry visas only being issued if airline tickets or detailed itinerary can be provided explaining why two entries are required during the same trip. The duration of stay for both single- and double-entry visas is 30 days.
It is also now being recommended to apply in advance of planned travel to the mainland, as processing times are slowing as well. Currently, a visa can take up to four days to process according to travel agencies in Hong Kong. The suspension, which appears to be both related to the upcoming Olympics as well as the ongoing political unrest in the nation’s western regions, took effect on March 28 and will last until October 17.
Chinese authorities are also said to be stepping up enforcement of other rules and regulations applying to foreigners on the mainland. A recent letter circulating on the mainland warns foreigners with residence permits in China to make sure they register with their local police station within 24 hours of arriving in China, and every time they return to the mainland from abroad. While these rules have been in place for years, the letter suggests that the authorities will step up enforcement of the regulations ahead of the Summer Games.

China’s new self reporting regulations dictate that expatriates working in China and earning salaries must complete self reporting and complete their individual income tax returns by the end of this month. Late payment penalties of up to 5 times the amount due, plus visa problems can arise if this is not carried out.

To make the process easier, the Chinese local tax authorities have included a Chinese tax return for completion in each of their local regions. A list of many of these are reproduced below for our readers convenience. Documentation however is in Chinese and the returns must be completed in Chinese.

Early in 2008, expatriate employees in China with annual incomes in excess of RMB120,000 (about US$16,200) should complete an annual self-declaration to be submitted by the end of March – at the latest – for their income earned in the 2007 tax year. This annual self-declaration means such expatriates should complete and submit an Individual Income Tax Declaration Form to the local tax authority in addition to their regular routine monthly tax filings.

Who is subject to annual self-declaration?
In accordance with The Implementing Rules of the Individual Income Tax Law of the People’s Republic of China and The Self-declaration Rules Concerning Individual Income Tax, taxpayers who meet any one of the following five conditions should file self-declarations of individual income taxes.

1) An annual income of more than RMB120,000
2) Income derived from two or more places inside the People’s Republic of China
3) Income derived partly or fully from sources outside the People’s Republic of China
4) Have received taxable income but not paid tax
5) Other conditions regulated by the State Council

What information should be included in the individual income tax declaration form?
For individuals with an annual income in excess of RMB120,000, when reporting their income taxes after the end of the tax year, they should provide the following basic personal information: name, ID type and number, profession, employer, place of residence, address in China, post code and telephone number, as well as tax data such as the annual amount of any different sourced incomes, taxes payable, taxes prepaid and withheld, foreign tax credit and taxes owed or overpaid. In addition, foreigners should declare their nationality and date of arrival in China.

Where should the annual self-declaration be filed?
The self-declaration rules state that, for taxpayers with an annual income of over RMB120,000 declaration of individual income taxes shall be made as follows:
 taxpayers employed within China should make their declarations at the local tax authorities of the place where their employers are located
 taxpayers with two or more employers within China should make the declaration at a fixed local tax authority in the place where one of the employers is located
 taxpayers with no employer in China, and whose annual incomes include incomes from production or business operations by individual households engaging in industry and commerce, or incomes from contracting or leasing operations of enterprises or institutions (hereafter referred to as incomes from production or business operation), should make the declaration at local tax authorities in the place where one of these businesses are resident
 taxpayers who have no employer in China, and whose annual incomes include no incomes from production or business operation, should make the declaration at local tax authorities in their place of their residence registration

What income should be included in the individual income tax declaration form?
According to the implementation and self-declaration rules, an annual income of over RMB120,000 means an individual person has earned a total income of over RMB120,000 in the following categories: wages and salaries, income from production or business operation conducted by self-employed industrial and commercial households, income from contracted or leased operation of enterprises or social service providers partly or wholly funded by state assets, remuneration for providing services, author’s remuneration, royalties, interest dividends and bonuses, income from lease of property, income from transfer of property, incidental income and other income.

On calculating annual incomes of RMB120,000, income exempted from tax and amounts allowed to be deducted before tax payment should not be calculated as part of the annual income.
